The Public Register of BEREC and BEREC Office documents
The Public Register of Body of European Regulators for Electronic Communications (BEREC) and Agency for Support for BEREC (BEREC Office) documents has been established in accordance with Regulation (EU) 2018/1971 of the European Parliament and of the Council of 11 December 2018 establishing the Body of European Regulators for Electronic Communications (BEREC) and the Agency for Support for BEREC (BEREC Office) – the BEREC Regulation – and Regulation (EC) No 1049/2001 regarding public access to European Parliament, Council and Commission documents – Regulation (EC) No 1049/2001.
The register is structured chronologically and covers all categories of documents issued by BEREC and the BEREC Office. In addition, the agendas and conclusions from the meetings of the Contact Network can be consulted.
The register has been operational since 1 August 2012 and is maintained only electronically.
The objective of this register is twofold:
- to increase transparency of BEREC’s activity, and
- to contribute to avoiding duplication of work to be undertaken by other public or private legal entities in the European Union (EU) by making BEREC deliverables directly accessible to the public to the greatest extent possible.
Publicly available documents
Through the register you can consult all publicly available documents of BEREC and the BEREC Office by using the Documents Search function or by browsing the documents by category under All Documents.
The publicly available documents of BEREC and the BEREC Office include:
- Decisions of the Board of Regulators and the Management Board of the BEREC Office, their rules of procedure, meeting agendas, meeting conclusions, annual reports on the developments in the electronic communications sector;
- BEREC and BEREC Office work programmes;
- BEREC and BEREC Office annual reports, press-releases, brochures or documents meant for the general public, reports, opinions, advices, common approaches, regulatory best practices and others adopted for publication in accordance with the BEREC annual work programme;
- BEREC Office budget and final accounts, invitations to public hearings or other BEREC public events, announcements to public consultations, invitation to tenders or other documents related to public procurement, vacancy notices, etc.
Transparency policy
BEREC and the BEREC Office apply in general the same policy on transparency as the EU institutions as defined by Regulation (EC) No 1049/2001, which is further elaborated in compliance with the specifics of the activities of BEREC and the BEREC Office in the following documents:

Data Protection
The documents registered in the public register, however, may contain personal data. Its processing is justified by the need to ensure effective exercise of the rightof any citizen of the EU, and any natural or legal person residing or having its registered office in a EU Member State to have access to documents of BEREC and the BEREC Office as envisaged in Article 15 (3) of the Treaty on the Functioning of the European Union.
The processing of personal data in the course of registration of documents in the public register is governed by Regulation (EU) 2018/1725 of the European Parliament and of the Council of 23 October 2018 on the protection of natural persons with regard to the processing of personal data by the Union institutions, bodies, offices and agencies and on the free movement of such data, and repealing Regulation (EC) No 45/2001 and Decision No 1247/2002.
Further to Article 15 and Article 16 of Regulation (EU) 2018/1725, the BEREC Office provides the data subjects the following information:

The legal base for this processing operation is, as follows:
- Article 15(3) of the

The Register may contain the following personal data:
- Data of any natural person whose identity or views appear on the documents issued by the Board of Regulators, the BEREC Office Management Board, the BEREC Chair and Vice-Chairs and the BEREC Office Director.
- Data, including opinions, provided by any natural person acting on his/her own behalf or on behalf of a legal person who sends letters or other information to BEREC and the BEREC Office, including in reply to consultations organised by BEREC according to Art.4.5 of Regulation (EU) 2018/1971 of the European Parliament and of the Council of 11 December 2018.
- Data provided by the Members and Alternates of the Board of Regulators and the BEREC Office Management Board and by the BEREC Office Director in their annual declarations of interest and commitment.
The data subjects are Members and Alternates to the Members of the Board of Regulators and the BEREC Office Management Board, the BEREC Office Director, natural person(s) acting on their own behalf or on behalf of a legal person who send letters or other information to BEREC and the BEREC Office, including in reply to consultations organised by BEREC according to Article 4.5 of Regulation (EU) 2018/1971 of the European Parliament and of the Council of 11 December 2018 establishing the Body of European Regulators for Electronic Communications (BEREC) and the Agency for Support for BEREC (BEREC Office), amending Regulation (EU) 2015/2120 and repealing Regulation (EC) No 1211/2009.
Personal data are processed by the BEREC Office staff members and are not disclosed outside the BEREC Office, with the exception of those cases in which the BEREC Office has the legal obligation to publish the documents. The letters or other information addressed to BEREC and the BEREC Office Management Board are provided to the Members/Alternates of these bodies. When needed, BEREC may decide to provide the documents for examination and consideration by the BEREC Working Groups.
Taking into account the fact that the public register of documents is established in order to facilitate the access to the BEREC and BEREC Office documents, the personal data that appears on the non-public documents may be disclosed on request, under certain conditions and following an assessment under Article 9 (b) of Regulation (EU) 2018/1725.
The data subjects have the right to access their data and to request rectification, blocking or erasure. Any such request should be addressed to the BEREC Office at the following e-mail address: [email protected] and treated within 15 working days.
The data subjects have the right of recourse at any time to the BEREC Office’s Data Protection Officer ([email protected]) or to European Data Protection Supervisor.
