General Authorization Database

In accordance with Article 4(1)(l)(i) of Regulation (EU) 2018/1971 of the European Parliament and of the Council of 11 December 2018 establishing the Body of European Regulators for Electronic Communications (BEREC) and the Agency for Support for BEREC (BEREC Office) – the BEREC Regulation – and Article 12 of Directive (EU) 2018/1972 of the European Parliament and of the Council of 11 December 2018 establishing the European Electronic Communications Code – the EECC, – BEREC is responsible for establishing and maintaining a database of the notifications transmitted to the competent authorities by undertakings subject to general authorisation – the General Authorization Database (GADB). The GADB provides data for download on a separate website page in XLSX and PDF formats.

Information Sharing Portal

Furthermore, BEREC must establish and maintain a user-friendly online documentation tool that allows users to search for and consult various public documents, reports and decisions published within the electronic communications sector – the Information Sharing Portal (ISP). The data contained in the ISP can be retrieved on a separate webpage.

Numbering Database for extra territorial use

Article 4(1)(l)(i) and (ii) of the BEREC Regulation and Articles 93(4) and 109(8) EECC entrust BEREC to establish and maintain the numbering resources database containing E.164 numbers that can be used extraterritorially – the Numbering Database for extra territorial use. The data can be retrieved in PDF, XLSX and HTML formats.

Premium Number Ranges

Moreover, BEREC must establish and maintain a database relating to roaming-related fraud experiences – Premium Number Ranges. The data can be downloaded in XLSX format.

BEREC roaming databases

BEREC is required to establish and subsequently maintain databases of numbering resources for Value Added Services (VAS), the means of access to emergency services, including public warning mobile applications, in accordance with Article 16 of Regulation (EU) 2022/612 of the European Parliament and of the Council of 6 April 2022 on roaming on public mobile communications networks within the Union – the Roaming Regulation.

Value Added Services Database

The single Union-wide database of numbering ranges for VAS in each Member State is a database which includes numbering ranges that might incur higher charges. The database serves to protect roaming customers from incurring additional costs when using VAS in visited Member States. Furthermore, it ensures access to emergency services for users, while roaming in the EU. 

Emergency Means and Public Warning Systems Databases

The single Union-wide database of means of access to emergency services (including public warning mobile applications) contains data of public warning mobile applications in the Member States, where they are deployed, which are reported to the database. It is mandated in each Member State and should be technically accessible and usable by roaming customers by 31 December 2022, in accordance with Article 15 of the Roaming Regulation. Pursuant to Article 16 of the Roaming Regulation, the databases must be made accessible to operators, national regulatory authorities and, where applicable, to other competent authorities. However, as a transparency measure, BEREC has made the databases publicly accessible.

In accordance with Article 24 of the Roaming Regulation, the obligations of roaming providers to provide information about numbering ranges for value-added services and information about alternative means of access to emergency services  applies from 1 June 2023. This means that operators are requested to provide this type of information to roaming consumers by 1 June 2023 at the latest. Pursuant to Article 16 of the Roaming Regulation, national regulatory authorities or other competent authorities must provide necessary information and relevant updates to BEREC by electronic means without undue delay.

BEREC developed and maintains the databases as required by the Roaming Regulation, which serves as an information depository. All the data included in the databases are validated by the relevant national authorities. While the databases are publicly available online as of the end of 2022, BEREC will fine-tune the databases based on experience until June 2023.
