Switching Providers
The number portability and possibility of switching between providers are key for effective competition in a competitive environment. The availability of transparent, accurate and timely information on switching should increase the End Users’ confidence in switching and make them more willing to engage actively in the competitive process. According to Article 106 of Directive (EU) 2018/1972 of the European Parliament and of the Council establishing the European Electronic Communications Code – the EECC – service providers are entitled to ensure continuity of service so that End Users can switch providers without being hindered by the risk of a loss of service and, where technically possible, allow for switching on the date requested by End Users. End Users who request so should be able to retain their numbers when changing the service provider.
Number portability is a key facilitator of consumer choice and effective competition in competitive markets for electronic communications and should be implemented with the minimum delay so that the number is functionally activated within one working day and the End User does not experience a loss of service lasting longer than one working day from the agreed date.
The Body of European Regulators for Electronic Communications considers that these tools play a significant role in the market competition of End Users‘ protection and, thus, focuses on number portability and switching procedures by arranging workshops and providing Reports on the issues.
