Public Procurement at the BEREC Office

Procurement in the context of the activity of the Agency for Support for BEREC (BEREC Office) means the acquisition by means of a contract of works, supplies, services and rental/purchase of land, buildings or other immovable property on its own account. Public procurement at the BEREC Office follows the rules outlined in Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union – the General Financial Regulation. These rules are widely based on the rules set out in Directive 2014/23/EU of the European Parliament and of the Council of 26 February 2014 on the award of concession contracts (Text with EEA relevance) and Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 on public procurement.

Principles

When awarding a contract, the BEREC Office follows the principles of transparency, proportionality, equal treatment, non-discrimination, sound financial management and ensuring competition to the extent possible.

The choice of the procurement procedure depends mainly on the threshold amounts, as follows:

Transparency

To ensure transparency of its procurement procedures, the BEREC Office uses the online tool for publishing public procurement notices in the Supplement to the Official Journal of the European Union, the Funding and Tenders (F&T) portal, the BEREC website and social media.

The BEREC Office always publishes in advance its Procurement Plan, which should be used as the main source of information by the economic operators for the forthcoming procurement procedures.

On the F&T Portal the economic operators can find not only the key data of the public procurement procedures of the BEREC Office, but also the public procurement procedures’ documentation and questions and answers that were previously published on TED eTendering.

Please note that the TED eTendering has been gradually phased out as from 25 October 2023. It has been replaced by the F&T Portal which will progressively take over all of its functionalities.
