Quality of Service

Recital 272 of Directive (EU) 2018/1972 of the European Parliament and of the Council establishing the European Electronic Communications Code – the EECC – states that National Regulatory Authorities (NRA), in coordination with Other Competent Authorities (OCA), should set out the measurement methods to be applied by the service providers to improve the comparability of the data provided. To facilitate comparability across the European Union (EU) and to reduce compliance costs, the Body of European Regulators for Electronic Communications (BEREC) should adopt guidelines on relevant Quality of Service (QoS) parameters, which the NRAs in coordination with OCAs should follow closely. Detailed requirements for the QoS are established in Article 104 of the EECC.

According to Article 4 of Regulation (EU) 2018/1971 of the European Parliament and of the Council establishing the Body of European Regulators for Electronic Communications (BEREC) and the Agency for Support for BEREC (BEREC Office) – the BEREC Regulation – BEREC should issue guidelines on the implementation of the EU regulatory framework for electronic communications, as referred to in the EECC. In 2020, BEREC published the BEREC Guidelines detailing QoS Parameters to guide the NRAs on the application of Article 104 of the EECC, taking into account, where appropriate, the parameters, definitions and measurement methods set out in Annex X of the EECC. Periodic reviews are carried out according to ongoing technological developments and the requirements of EECC.
