Public consultations in 2025

Please find below an overview of the planned public consultations to be launched in 2025, sorted by the plenary during which they shall be approved for public consultation.

Plenary 1 | 13-14 March 2025

  • Update of criterion 3 of the BEREC Guidelines on very high-capacity networks (Fixed Network Evolution Working Group);
  • Update of BEREC Intra-EU communications Guidelines (Roaming Working Group).

Plenary 2 | 5-6 June 2025

  • BEREC Guidelines on the coordination of civil works according to Art. 5(6) of the Gigabit Infrastructure Act (Fixed Network Evolution Working Group);
  • BEREC Guidelines on access to in-building physical infrastructure according to Article 11(6) of the Gigabit Infrastructure Act (Fixed Network Evolution Working Group);
  • BEREC Report on the domestic submarine cables in the different Member-States (Digital Markets Working Group);
  • BEREC Strategies 2026-2030: Mid-term strategy, International and Institutional (Planning and Future Trends Working Group).

Plenary 3 | 2-3 October 2025

  • BEREC report on the integration of AI in the telecommunications sector (Digital Markets Working Group);
  • Developing the BEREC Work Programme 2026 (Planning and Future Trends Working Group);
  • ECASEC-BEREC: Guidelines on preventing smishing (Cybersecurity and Resilience Working Group).

Plenary 4 | 4-5 December 2024

  • Fact finding report on the competition indicators and regulatory highlights in different jurisdictions (Market and Economic Analysis Working Group);
  • BEREC report on switching and termination of contracts (End Users Working Group).

The public consultation 'Update to BEREC Guidelines on Geographical surveys of network deployments' (Remedies and Market Monitoring Working Group) is to be dated.
