Single Programming Documents
In accordance with Article 23 of Regulation (EU) 2018/1971 of the European Parliament and of the Council of 11 December 2018 establishing the Body of European Regulators for Electronic Communications (BEREC) and the Agency for Support for BEREC (BEREC Office) – the BEREC Regulation – the Director of the BEREC Office must draw up a draft programming document containing annual and multiannual programming (‘Single Programming Document’ (SPD)), taking into account guidelines set by the European Commission (EC).
By 31 January each year, the Management Board (MB) must adopt the draft SPD and forward it to the EC for its opinion. The draft SPD must also be submitted to the European Parliament (EP) and the European Council (Council).
The MB must subsequently adopt the SPD, taking into account the EC’s opinion. It must submit the SPD, as well as any subsequent updates, to the EP, the Council and the EC. The SPD becomes definitive after adoption of the general budget of the European Union and, if necessary, is adjusted accordingly.
The SPD of the BEREC Office is equivalent to a financing decision for the activities it covers, and it usually comprises the objectives and performance indicators to be achieved by the BEREC Office.
Taking into account the supportive functions of the BEREC Office, the BEREC Office SPD must be considered together with the BEREC Annual Work Programme. The SPDs contain details of the work to be performed by the BEREC Office, while providing the necessary professional and administrative support to BEREC.

Consolidated Annual Activity Report
The results of the work of the BEREC Office are provided in its Consolidated Annual Activity Reports (CAAR). The CAAR is drawn up by the MB and comprises financial and management information relating to the activity of the BEREC Office in a specific financial year, including information on the revenue and expenditure. The CAAR presents the results of the operations of the BEREC Office with reference to the objectives set out in the respective BEREC Office work programme and explains the use of the resources provided.
Together with the assessment of the MB, the BEREC Office must submit the CAAR to the Court of Auditors, the EC, the EP and the Council no later than 1 July.
