Accessibility Statement
The Agency for Support for BEREC (the BEREC Office), which manages the Body of European Regulators for Electronic Communications (BEREC) website on its behalf, is committed to ensure that this website is accessible to everyone, including individuals with motor, vision, hearing and cognitive disabilities.
The BEREC website design was developed taking into account the accessibility aspect based on the recommendations of the Directive (EU) 2016/2102 on the accessibility of the websites and mobile applications of public sector bodies. Although this Directive does not apply to the websites and mobile applications of Union institutions, like our Agency, we strived to make our website as accessible as possible.
Our aim is to follow the well-recognized Web Content Accessibility Guidelines (WCAG), developed by the WCAG Working Group. The WCAG Working Group is part of the World Wide Web Consortium (W3C), the international body responsible for web-related standards. These guidelines define three levels of conformance – Level A, Level AA, and Level AAA. We are committed to strive towards WCAG version 2.1 level AA compliance, which cover a wide range of recommendations for making Web content more accessible.
Compliance Status
The website was last tested on 17 October 2024.
Based on the most recent testing, the BEREC website partially complies with the WCAG 2.1 Level AA, which accounts for around 56% of the guidelines.
Non-accessible Content
Despite our best efforts to ensure the accessibility of the BEREC website, we are aware of certain limitations that we aim to address. Below is a description of these known limitations:
- Labels – the Search bar has multiple form labels. An orphaned form label is present for “Knowledge of EU Languages and Higher Education” in traineeship application forms. The checkbox fields in the database subscription forms lack dedicated form labels.
- Alternative text – the video thumbnails (i.e., on the Multimedia page) lack alternative text.
- ARIA – a broken ARIA reference exists for the form field area “Full Postal Address” in the request form for accessing documents.
- Captions – for some videos on the website, only automatically generated captions are available, which lack information about the speakers.
- Audio description – audio-described alternatives are unavailable for videos on the website.
- Headings – on some pages, the heading levels are not arranged chronologically or are missing.
- Required fields – some forms do not indicate required fields while others do, but the message needs to be enhanced for clarity.
- Fieldset – missing for the “Higher Education” form field in traineeship application forms.
- Error messages – for registration forms need to be clearer and more specific.
- Color contrast – on pages with a sidebar menu featuring non-clickable text labels, the contrast between the text labels and the adjacent colors does not meet the minimum contrast requirements.
- Resize text – on some pages, the “+” and “-“ buttons for increasing and decreasing content size do not apply to specific elements, or issues with readability occurs.
- Tooltips – tooltips do not remain focused when hovering over them and do not appear when navigating with a keyboard.
- Keyboard navigation – issues exist with keyboard navigation through the main menu. Certain content elements (i.e., accordions, slider elements, tabs, and category tags) are inaccessible via the keyboard. Users navigating the yearly filter on the Multimedia page may become trapped within the filter.
- Keyboard navigation order – there are issues with the navigation sequence on the Homepage, Search Documents page, and Search page.
- Keyboard focus – issues with the visibility of focused content elements occur when navigating with a keyboard, such as with the Search bar and video slider elements.
- Activation of content elements – yearly filters, drop-down elements on the Search Documents and Search pages, and form elements react to the down event rather than the up-event.
- Bypass blocks – a link to bypass repetitive blocks and navigate directly to the main content is missing.
- Page title – there are issues with identifying the titles of published document pages.
- Very small text – some text is presented in a very small font size, affecting readability.

This statement was prepared and last reviewed on 15 January 2025. It is based on an evaluation of a representative sample of web pages and specific unique website pages. The review was conducted by the BEREC Office using a combination of manual and automated testing, including the Web Accessibility Evaluation Tool (WAVE).
