BEREC held its third Plenary meeting of the year in Rome, Italy.

BEREC and the European Commission had an initial discussion on the proposals to abolish international roaming retail surcharges, one of the pillars of the draft Connected Continent Regulation currently being considered by the European Parliament and Council.

BEREC adopted for public consultation its draft Strategy for the next three years as well as its work programme for 2015. Both documents, as well as the topic of international roaming, are on the agenda of BEREC’s annual Stakeholder Forum, scheduled to take place in Brussels on 16 October 2014.

Following the adoption of the Recommendation on Non-Discrimination and Costing Methodologies in 2013, BEREC has produced guidance for regulators to help align national practices in its implementation, looking specifically at the issue of margin squeeze as well as economic replicability test. A draft of this guidance was adopted for public consultation. Over the last year, BEREC has also been working on a report on vectoring regulation, describing the situation in four countries (Austria, Belgium, Denmark, Germany), which was adopted for publication.

The full list of documents approved will be available in the event section

Finally, BEREC voted to grant observer status to the Albanian national regulatory authority, the Electronic and Postal Communications Authority of Albania (AKEP), following Albania’s candidacy for accession to the European Union.

This was the third BEREC Plenary meeting under the chairmanship of Göran Marby, DirectorGeneral of the Swedish regulator, PTS.
