13th BEREC Stakeholder Forum

BEREC is delighted to announce that it will host its 13th Stakeholder Forum in Brussels on 1 April 2025. This Forum is an excellent opportunity for stakeholders from the telecommunications industry, policymakers and other interested parties to discuss the latest telecom developments and to exchange ideas.

BEREC is committed to improving consistency and harmonising the application of European regulatory rules and practices in the telecommunications industry. Enhancing cooperation between BEREC and its stakeholders helps achieve this objective.

The Stakeholder Forum will kick off with Meet&Greet sessions in the morning for presential participants, and will be followed by a conference in the afternoon. The event will conclude with a networking reception. We invite those with an interest in BEREC’s activities or the topics covered in the Forum to attend in person, and please note that prior registration is required. For those who cannot attend in person, there will be a livestream to the Forum on the BEREC website and social media platforms, including LinkedIn and YouTube. An online engagement tool will enable online participants to submit questions to the conference speakers.

Meet&Greet sessions

BEREC is continuing its tradition of organising informal in-person meetings between the registered participants and the co-chairs of all BEREC Working Groups. This provides an opportunity for participants to discuss and exchange views on topics of common interest with the Working Groups.

The BEREC Working Groups are set up by the BEREC Board of Regulators to work on the implementation of the BEREC Work Programme. In 2025, BEREC has 12 Working Groups. The main task of the Groups is to develop initial drafts of the BEREC documents that are later discussed and adopted by the Board of Regulators. The Board of Regulators appoints the BEREC Working Group co-chairs, whose primary task is to lead and coordinate the work of the Working Groups. The co-chairs are typically senior representatives from the National Regulatory Authorities of the European Union. Get to know the Working Groups by clicking on the hyperlinks below.

The Meet&Greet sessions will be held in-person only, commencing at 09:00 CET and running until 13:00 CET. Each Working Group will have three rounds of meetings, lasting 30 minutes each. There is a short break between each round. Prior registration is required as the number of seats is limited. Participants may choose to attend one or several of the Meet&Greet sessions. Registrations will be treated on a first-come-first-served basis. There will be a waiting list for fully booked Meet&Greet sessions.

The Conference component of the Stakeholder Forum is scheduled to start at 14:00 CET and will include several keynote speeches and two panel sessions. The BEREC Chair, Robert Mourik (ComReg, Ireland), and incoming BEREC Chair 2026, Marko Mismas (AKOS, Slovenia), will open the conference, introduce the BEREC work plans for 2026 and discuss the current and future challenges of BEREC’s work. The Conference will continue with a keynote speech by Roberto Viola, Director General of DG CONNECT at the European Commission.

The first panel session will address the major challenges of the digital market, and ensuring that end-user rights are upheld despite its rapid evolution. The discussion topics will focus on safeguarding these rights in the future. Ben Wreschner (Vodafone), Johan Keetelaar (OXERA), Claudio Teixeira (BEUC), and Marina Ljubic Karanovic (Co-chair of the BEREC End Users Working Group) will be the speakers in this panel session, and Bostjan Okorn (Consumer Protection Authority in Slovenia) will be the moderator.

In the second panel, Ingrid Malfait Guilbaud (Iliad), Richard Feasey (CERRE), Vesna Prodnik (Telekom Slovenije), and Carla Amoroso (ANACOM, Portugal) as the invited speakers will explore competitive markets, with a particular emphasis on the upcoming Digital Networks Act and the future of market power regulation in this context. Matej Podbevsek (Cullen International) will then moderate a discussion on this forward-looking topic.

Accessibility

BEREC is committed to ensuring accessibility of the event for all participants, including the ones with functional diversity. The event venue has been designed with accessibility in mind, all meeting rooms and event spaces are located on a single floor for easy access. For the Conference, reserved seating will be available in the front rows of the Auditorium for those who require it at the registration desk. Additionally, for better accessibility of the spoken Conference content, we will provide a service that will convert spoken text into written format, which then will be available via participants' mobile devices after scanning a QR code. The Conference will be livestreamed and captioning of spoken text will be provided. It will be recorded with the integrated captions in the video and published on the Multimedia section of our website and on our YouTube channel. There will be also transcription of the event produced and published on this page.

Practical information

The event will take place at the Conference Centre, the EGG (Rue Bara 175, 1070 Brussels). The venue is conveniently located near the Brussels-South train station (Gare de Bruxelles-Midi/Brussel Zuid) and has easy access when you travel by train from Belgium or elsewhere. For those who prefer to drive, the venue is easy to reach, and there are parking facilities nearby.
