BEREC launches process to monitor implementation of broadband best practices

BEREC has agreed a methodology to monitor the compliance by its members with its broadband common positions (adopted in December 2012). The regulators will launch the monitoring exercise in early 2014. The monitoring report will be a key deliverable of its work programme for 2014, a draft of which was also approved for public consultation (closing date 25 October 2013).
At its Plenary meeting in Riga, Latvia, BEREC also adopted international roaming benchmark and monitoring reports, as well as its annual report on regulatory accounting in practice.
Following the publication of the Commission’s single market proposals on 11 September 2013, Commission officials took the opportunity of the BEREC meeting to present their plans to the national regulators for the first time. BEREC members reiterated many of the concerns they had expressed in their statement on 16 September 2013. Commissioner Kroes has also invited BEREC members to Brussels for a presentation of the proposals, on 4 October 2013.
In addition to the specific work streams set out in its draft work programme 2014, BEREC anticipates continued activity under Article 7/7a, as well as engagement with the European institutions in relation to this single market initiative.
The Plenary meeting took place on the two days following BEREC’s first Stakeholder Forum, attended by representatives of a range of European stakeholder groups. In addition to a consumer-oriented session on quality of service in broadband markets, participants also exchanged views on the Commission’s single market proposals.
This was BEREC’s 16th Plenary meeting, and its third under the chairmanship of Leonidas Kanellos, President of EETT, the Greek regulatory authority.
