Four-lateral Summit to continue fostering international cooperation beyond EU

Emerging trends in electronic communication and the future of regulation are the focus of the biennial four-lateral Summit, organised by the Body of European Regulators for Electronic Communications (BEREC) on 5 March 2025 in Barcelona, Spain. The Summit brought together four major networks of regulators: BEREC, the Eastern Partnership Electronic Communications Regulators Network (EaPeReg), the European Mediterranean Regulators Group (EMERG), and the Latin American Forum of Telecommunications Regulators (REGULATEL). The meeting was hosted by the Spanish National Markets and Competition Commission (CNMC) with participants from the European Commission and the Organisation of Economic Co-operation and Development (OECD).

Experience sharing among the regulators

During the Summit, the regulators discussed and shared valuable experiences on several topics of common interest:

  • New emerging trends in the electronic communications landscape
  • Consumer protection – challenges for consumers in electronic communications and digital services
  • The role of regulators in future electronic communications regulation

The Summit participants also discussed regional developments including ensuring resilient and secure connectivity. The rapid evolution of the digital landscape demands that regulators adapt swiftly and effectively to new challenges and opportunities. The result of the discussions helped augment BEREC’s views on the wider cloudification and virtualisation environment, the interrelation between telecoms, software, and content players, levels of competition and investment, as well as approaches to achieving sustainable and secure connectivity. 

Cooperation is key

External cooperation with international organisations is essential for BEREC to deal with issues relating to global and borderless digital markets at a time when issues often span across established regulatory boundaries. As a result, BEREC is continuing its efforts to reach out and engage in dialogue with regulators, policymakers, networks and institutions beyond the EU. Currently, BEREC has several Memorandums of Understanding with networks and regulatory bodies such as RSPG, EaPeReg, EMERG, Regulatel, ITU, FCC (USA), CRTC (Canada) and TRAI (India).
