Following the work performed by ERG and BEREC in 2009 and 2010 on the business users’ markets from a market analysis perspective, according to the WP 2011 the BEREC was called to focus on the potential legal and administrative factors hindering the development of the internal market for business connectivity services.

In taht respect BEREC launched a call for contributions addressed to the stakeholders run in the period July 4th - August 19th, 2011, witha view to collecting information and/or evidence on the potential legal and administrative obstacles to the the provision of transnational business electronic communications services. In parallel to it, a survey was conducted by the drafters on national administrative regimes in place for the commencement of activities of ECN-ECS providers, so as to assess the actual level of variance in the national implementation modalities of the general authorisation scheme.
