The Net neutrality QoS Feasibility study, which was adopted by BEREC Board of Regulators (BoR) in December 2015 recommended that BEREC could specify QoS measurement software for NRAs on an opt-in basis for adoption, and then implement such opt-in software, subject to approval by BoR to move forward from the specification phase to implementation phase. This report covers the specification of the software implementation phase only.
