Public consultation on the Draft BEREC Report on the evolution of the private and public 5G networks in Europe
During the 60th BEREC plenary meeting (3 October 2024), the Board of Regulators has approved the draft “BEREC Report on the evolution of the private and public 5G networks in Europe” for public consultation.
This Report is structured as follows:
· Chapter 1 sets out some background information, identifies the reasons for issuing this report and sets the frame for the public consultation
· Chapter 2 briefly presents various definitions of private mobile networks, the technical architecture of networks, the status of private network spectrum regulation in countries, in particular by briefly introducing the relevant spectrum ranges being used in countries to support private mobile networks
· Chapter 3 sets out the first consultation issue on numbering resources, where some relevant information from NRAs points to the challenge of ensuring unique resources for private networks are in place
· Chapter 4 sets out the second consultation issue on “drivers and use cases”. BEREC does not wish to write a report about use-case / case studies, but believes that some further information on the drivers for private networks might assist NRAs best consider the regulatory approach and help to identify any regulatory issues that may be barrier to more harmonised development of private networks, if more harmonisation would be needed
· Chapter 5 summarizes the primary conclusions drawn by this draft report, and
· Annex A sets out the results of a questionnaire issued to BEREC Members regarding the private networks.
BEREC would welcome stakeholders' views in relation to any of the material presented in the report, and specifically, feedback on the questions raised in Chapter 3 and 4 would be highly appreciated.

The public consultation will run from 8 October 2024 to 29 November 2024.

Contributions should be sent preferably in English and, in order to facilitate processing of the responses, the comments provided should clearly refer to particular chapters and sections of the document.
We strongly encourage all stakeholders to submit their contributions as early as possible. Contributions received after the above mentioned deadline will not be taken into account.
In accordance with the BEREC policy on public consultations, BEREC will publish a summary of all received contributions, respecting confidentiality requests. Any such requests should clearly indicate which information is considered confidential.
