On 21 February 2024, the European Commission published White Paper (WP) on "How to master Europe's digital infrastructure needs?" analysing the challenges Europe currently faces in the rollout of future connectivity networks and presents possible scenarios to attract investments, foster innovation, increase security, and achieve a true Digital Single Market. The European Commission launched a public consultation on 12 scenarios set out in the White Paper. The consultation will close on 30 June 2024.

The BEREC input to the public consultation intends to reflect on several notions and proposals included in the White Paper. Firstly, BEREC puts forward its vision for the direction of the future regulation, then it focuses on the analysis of the proposals sketched out in the WP around the technological challenges, the scope and objectives, general authorization, radio spectrum, copper switch-off, access regulation and remedies, universal services and affordability, sustainability and secure and resilient digital networks.

The BEREC input consists of the high-level paper and the wider one bearing a technical analysis.
