BEREC Workshop on End-Users rights

On 9 April 2024, from 10:00 to 16:30 CEST, BEREC will hold a hybrid workshop on End-Users Rights.

Connectivity and electronic communications services are now more relevant than ever to end-users. The efficiency of the end-user rights provisions of the European Electronic Communications Code (EECC) may be affected by changes in the use of different electronic communications services and their capability to ensure effective access to emergency services, by end-users’ use of communications services which is evolving over time, and by the prevalence of digital platforms as a substitute for traditional electronic communications services.

It is a strategic priority aim of BEREC to strengthen end-user empowerment. Furthermore, Article 123 of the EECC introduces a specific review procedure on end-users rights, where BEREC publishes an Opinion on the market and technological developments regarding the different types of electronic communications services, assessing to what extent Title III of Part III meets the objectives set out in Article 3 of the EECC.

The European Commission, taking utmost account of the BEREC Opinion, is required to publish a Report on the application of Title III of Part III (“end-users rights”) and submit a legislative proposal to amend that Title where it considers this to be necessary to ensure that the general objectives set out in Article 3 of the EECC continue to be met.

The workshop participants will discuss how market and technological developments are affecting the rights of end-users and their ability to make free and informed choices and other rights stemming from the EECC, and whether any lack of these abilities has caused or is causing market distortions or end-user harm. The workshop will consist of presentations from BEREC, stakeholders and end-user associations, as well as from the European Commission.

BEREC is using this opportunity to invite interested stakeholders and end-users associations to express their interest to give a presentation during the workshop.  Presenting stakeholders could focus on a targeted presentations by addressing some of the topics available attached. For the sake of transparency, we would like to emphasize that due to time constraints at the workshop, we may not be able to accommodate all interests received following this call. Please note your interest to give a presentation in the registration form below.

After the workshop, BEREC will prepare a summary report. Please be informed that the outcomes of the workshop will be considered preparing the BEREC Opinion on Article 123. It may also generate demand for another workshop or future work by BEREC.
