BEREC Evaluation: Recommendations and Follow-up Actions Report 2014

In 2012, the European Commission initiated an evaluation on the performance of BEREC and the Office, as required under Article 25 of the BEREC Regulation. A Commission Staff Working Document together with a study by external consultants was published by the European Commission in early 2013, which was also transmitted to the Council of the EU and the European Parliament. As required by the BEREC Regulation the European Parliament adopted an opinion on the evaluation, which was approved by Resolution adopted on 10 December 2013. BEREC has supported the evaluation process from the start.

In this report, approved by the Board of Regulators on 6 June 2014 during its 19th plenary meeting (5-6 June 2014, Dublin), BEREC addresses the final recommendations from the evaluation.

The recommendations to BEREC are divided in the following categories:

  • promotion of the internal market;
  • advisory role of BEREC;
  • accountability;
  • organisation of both BEREC and the BEREC Office.

These categories will be highlighted in Chapters 2, 3, 4 and 5 of the current Report. The recommended actions addressed to BEREC are listed in Chapter 6. Chapter 7 contains the recommendations that are addressed to other parties. BEREC itself is not capable of addressing those recommended actions, e.g. on the independence of BEREC.
