Notice for the launch of public consultation on the document on BEREC Guidelines on the Implementation of the Open Internet Regulation
BEREC has prepared an update to the BEREC Net Neutrality Guidelines, adopted in 2016, that have been renamed the BEREC Guidelines on the Implementation of the Open Internet Regulation. BEREC is now inviting all stakeholders to submit their observations and contributions regarding the draft Guidelines (only for information purposes, version with track changes is provided).
In addition to the draft Guidelines, BEREC has also prepared a consultation document, which serves three purposes. Firstly, it provides information regarding the on-going public consultation and the work done in BEREC. Secondly, it provides information regarding the draft guidelines identifying and explaining the major clarifications performed. Thirdly, it describes additional questions regarding paragraphs 69 and 70 (the paragraphs that address the issue of monitoring of specific content) for which BEREC is also interested in receiving feedback from the stakeholders.
The role of this public consultation is to provide BEREC with valuable feedback from stakeholders and to increase transparency.
The public consultation is open from 10 October 2019 14:00 (CET) until 28 November 2019 17:00 (CET).
In accordance with the BEREC policy on public consultations, BEREC will publish a summary of all received contributions, respecting confidentiality requests. All contributions will be published on the BEREC website, taking into account requests for confidentiality and publication of personal data. Any such requests should clearly indicate which information is considered confidential.
Stakeholders, who request confidentiality of all or part of the documents submitted to a public consultation, shall indicate this upon submission of the materials. If there is no clear indication that all or part of the documents are confidential, BEREC will presume that the documents can be made available to the public. Please note that it is also possible to submit both a confidential and a public version of your contribution.
All stakeholders are invited to submit their contributions by 28 November 2019 17:00 (CET) to the following e-mail: [email protected]. Further enquiries about the consultation may also be submitted to this address.
E-mail attachments should be included only if considered absolutely necessary. The overall size of the e-mail (including attachments) should not be larger than 2 MB.
After submitting the contribution via e-mail, an automatic reply will be generated. If this confirmation e-mail is not received, the submission of the contribution was not successful and it should be submitted again.
We strongly encourage all stakeholders to submit their contributions as early as possible. Contributions received after the above mentioned deadline will not be taken into account.
Contributions should be sent preferably in English and include reference to relevant paragraphs or sections of the Guidelines, as well as to the question number, in order to facilitate processing the responses.
