We do not expect to have all the correct answers…. but we think it is the correct time to come up with the right questions. That is what this workshop is all about. Finding the relevant questions for BEREC and for National Regulatory Authorities. Therefore …

 

We would like to ask each presenter to include at least one slide with potential regulatory issues or challenges,
(current, emerging or future)

This may include issues or challenges that they observe, that they want to know more about or that they would like discussed now or in the future …

As a starting point please find below a list of potential subjects, driven by discussions within BEREC:

  • Use of ‘unmodified devices’, and interoperability of devices on the EU market, even if they are 3GPP compliant:
    • use of devices with multiple (types of) satellite communication ecosystems
    • use of satellite communication ecosystems with multiple (types of) devices
    • relation of devices and NTN and/or MFCN subscriptions
  • Integration of SatCom into radio access Electronic Communication Services and market access and authorisation processes
  • EU roaming issues (technical and regulatory)
    • in the context of non-terrestrial networks (“NTNs”) in relation with mobile/fixed communications networks (“MFCNs”)
  • Handover issues
    • MFCN to NTN, NTN to MFCN, …
  • Other regulatory issues associated with NTNs in the context of the extension of mobile/fixed communications networks, such as
    • the use of satellite communication to reach emergency services
    • the use of satellite communication as a backhaul for MNO networks in rural areas,
    • as a fallback of existing backhaul solutions in case of disasters.
  • Lawful intercept issues
  • Ground station authorization issues
  • Numbering issues
    • and impacts on the efficient management of the numbering resources
