Voting report for the outcome of the electronic voting procedures for the approval of the Project Requirements Document (PRDs) for input to the European Commission on the calculation of weighted maximum MTRs in Europe and for the implementation of Net Neutrality provisions of the Telecoms Single Market regulation.

According to Article 6c, para 2, of the proposed Roaming IV Regulation, the Commission, after having consulted BEREC, shall adopt implementing acts setting out the weighted average of maximum mobile termination rates. Therefore with a letter of 28 July 2015 the Commission has requested BEREC's input to such future implementing acts. In order to be able to deliver the requested input on time the BEREC Board of Regulators has adopted the current Project Requirements Document for the work to be carried out by BEREC. Article 4(5) Telecoms Single Market Regulation requires BEREC to lay down guidelines for the implementation of the obligations of NRAs related to the supervision, enforcement and transparency measures for ensuring open Internet access.
These guidelines should contribute to the consistent application of the Regulation, and be produced after consulting stakeholders and in close cooperation with the European Commission. The guidelines shall be adopted no later than 9 months after the Regulation enters into force.
On 20 August 2015, by electronic voting procedure, the BoR approved the Project Requirements Document (PRD) for the elaboration of the respective BEREC guidelines for Project Requirements Document  for input to the European Commission on the calculation of weighted maximum MTRs in Europe.


Article 4(5) Telecoms Single Market Regulation requires BEREC to lay down guidelines for the implementation of the obligations of NRAs related to the supervision, enforcement and transparency measures for ensuring open Internet access.
