In 2013 the Consumers, Health and Food Executive Agency launched a Study on Consumer Vulnerability across key markets in the European Union. The study is intended to investigate how the markets identified as problematic for consumers in the Consumer Agenda function for consumers with socio-demographic characteristics linked to vulnerability. It will also test different measures that could prove effective to mitigate vulnerability in specific markets.

For the purpose of this study, the focus will be on consumer vulnerability in the following three key sectors: the financial sector, the energy sector and the on-line environment (including electronic communications). For that reason the European Commission has sent a letter to BEREC asking the latter to contribute to the study during the stakeholder consultations to be conducted by the contractors. The study is expected to finish in 2015.

The current letter is a third party document, which is not available to the public.
