On 6 May 2015 the Commission adopted the Digital Single Market Strategy which includes a set of targeted actions to be delivered by the end of 2016. It is built on three pillars:

(1) better access for consumers and businesses to digital goods and services across Europe;
(2) creating the right conditions and a level playing field for digital networks and innovative services to flourish;
(3) maximising the growth potential of the digital economy.

The review of the Regulatory Framework for electronic communications is one of the key actions of pillar 2.

In order to prepare the next steps in the forthcoming review the Commission has requested BEREC's opinion on a number of issues to be addressed in the evaluation of the current Framework and subsequently in preparing for the actual reform.

BEREC has on several occasions discussed its opinion on the subject. Additionally the NRAs and the BEREC Heads were requested to provide written input to be used in drafting the final BEREC opinion, which will be further discussed during a workshop, prior to the 25th BEREC plenary.
