4th BEREC CN meeting in Jurmala

The 4th Contact Network meeting for 2016 took place on 17 and 18 November 2016 in Jurmala (Latvia), kindly hosted by the Public Utilities Commission (SPRK). The main objective of the meeting was to prepare the 29th ordinary plenary meetings of the BEREC Board of Regulators and the BEREC Office Management Committee to take place on 8 and 9 December 2016 in Berlin (Germany).

The event was open for participation only to Contact Network Members. To increase the transparency of the Contact Network work  the BEREC Office publishes the meeting agenda and meeting conclusions.

Consequently, the BEREC Contact Network (CN) considered all possible topics to be included in the BoR and MC agendas and concluded the following:

The CN agreed to submit the following documents to the BoR:

As ‘A’ items (without presentation and discussion) for approval for publication:

  • Draft summary of the 4th BEREC Stakeholder Forum;
  • Draft BEREC Report “Monitoring implementation of the BEREC Common Positions on Wholesale Local Access (WLA), Wholesale Central Access (WCA) and Wholesale High Quality Access at a Fixed Location (WHQAFL): Phase 3”;
  • Draft BEREC Report on Transparency and Comparability of International Roaming Tariffs;
  • Draft BEREC Report on Termination rates at European level (July2016)

The BoR will be briefed on the recent activities of the BEREC Chair, important events in which he took part on behalf of BEREC, important projects carried out by the BEREC Office in support of BEREC and the recent and forthcoming BEREC international activities. In addition, the BoR will be informed about the outcomes of the workshop on the Implementation of the Cost Reduction Directive as well as the outcomes of the 3rd BEREC/OECD expert workshop on IP-Interconnection of 21 November 2016.

The Commission was also invited to provide the BoR with information on recent important developments and activities.

  • Draft MC Decision on the policy on protecting the dignity of the person and preventing psychological harassment and sexual harassment

For information and discussion:

  • BEREC Office Report on operation and budget execution in the period January – September 2016;
  • Explanatory Note on the transfers in the BEREC Office budget carried out by the Administrative Manager in the period July – September 2016;
  • Draft discussion paper on the BEREC Office annual and multi-annual programming document for the period 2018-2020;
  • Draft Agenda for the 29th MC plenary meeting.

The MC will be briefed in relation to the recent activities of the BEREC Office Advisory Group (BAG), the activities of the MC Vice-Chair exercising the powers conferred on the appointing authority by the Staff Regulations of Officials of the EU and the powers conferred on the authority entitled to conclude contracts by the Conditions of employment of other servants of the EU and the next steps in the preparation of the Multi-annual Programming Documents of the BEREC Office Activities for 2017-2019.

Next meeting

The next meeting of the CN will take place on 2 and 3 February 2017 in Malmo (Sweden) and will be hosted by Swedish Post and Telecom Authority (PTS).
