EC questionnaire on the implementation and application of the universal service provisions – a synthesis of the results

On 3 March 2014 the Directorate-General for Communications Networks, Content and Technology (DG CONNECT) informed BEREC that the European Commission had started its preparations for the fourth review of the scope of universal service. In order to base the review on solid evidence, the Deputy Director-General of DG CONNECT prepared a questionnaire aimed at providing the Commission with detailed information on the implementation of the universal service rules in the European Union and requested to BEREC gathering this information from its Members.

The questionnaire was sent to all BEREC Member and Observer National Regulatory Authorities (NRAs). All NRAs from the European Union Member States and six non EU countries responded to the questionnaire. The replies were syntheses in a BEREC Report, which was submitted to the BEREC Members and Observers for comments in the period of 26-27 June 2014.
Following the comments round, on 1 July the BEREC Chair launched a voting round, which ended on 2 July 2014 with the approval of the Report.

The report will be provided to the Commission for use in its further proceedings in relation to the forthcoming review of the scope of universal service.
