Notice of launch of Public consultation on BEREC Work Programme 2020 and call for input to the BEREC Medium Term Strategy 2021-2023

Dear all,

Each year, following consultation with interested parties, the Body of European Regulators for Electronic Communications (BEREC) adopts a Work Programme (WP) for the following calendar year. As the incoming Chair of BEREC, I am responsible for the preparation of the WP 2020.

The process of drafting the WP began with a first call for input in March of this year. I would like to thank you for the input you provided on that first stage occasion. It provided us with important understandings of your priorities and suggestions on topics to be considered for BEREC’s work in 2020, and it also helped us to achieve as broad a stakeholder input as possible.

This public consultation is the second and final stage of the consultation process, where the projects suggested by external stakeholders have been appraised, consolidated and prioritised, and crafted into a draft WP 2020.

There will also be an opportunity to discuss the WP at the 7th BEREC Stakeholder Forum on 16 October 2019, where we will further consult our stakeholders as part of the process to finalise the WP 2020. I encourage you to come well prepared.

Lastly, I would also like to take this opportunity to make a first call for input to the upcoming review of the BEREC Medium Term Strategy (MTS). The annual WP is guided by the objectives and strategic priorities set out in the current MTS, which was  adopted on a triennial basis for 2018-20 and which is set to be reviewed again next year. A new BEREC medium term strategy will be the basis for future multi-annual work programmes from 2021 and beyond. BEREC will approve the outline of the WP 2021 at the end of January 2020. This is a requirement of the new BEREC rules.

As the WP and the MTS are closely interlinked, we invite you to also share your views on what BEREC should prioritise in the medium term. While the objectives of the EECC will still be at the centre of BEREC work in the coming years, BEREC will need to prioritise its work and resources to realise these objectives and we are interested in hearing what areas of the code you believe BEREC should put particular emphasis on.

More generally, BEREC would like to learn from stakeholders in this first call for input, what technical, market and regulatory developments will have an important impact on BEREC’s future work. Are the current strategic priorities, as set out in BEREC’s MTS 2018-2020 still valid and in what areas is a shift needed towards new orientations and priorities?

The current MTS can be found attached for reference.

We strongly encourage all stakeholders to submit their contributions as early as possible. Contributions received after the above mentioned deadline will not be taken into account.

Please note the following points:

  • Contributions should be sent in English.

     

  • When sending the response to the consultation, attachments can be included, if necessary.

     

  • Stakeholders should indicate whether the comments relate to the WP or to the first call for inputs to the MTS.

     

  • Confidential contributions shall be marked accordingly otherwise they will be considered public. It is possible to submit both a confidential and a public contribution.

 

  • After submitting the contribution an automatic reply will be generated. If this confirmation is not received, the submission of the contribution was not successful and stakeholders are requested to send their proposal again.

     

  • All contributions received will be published on the BEREC website, taking into account requests for confidentiality and publication of personal data.
