BEREC high-level Opinion on the European Commission's proposals for a review of the electronic communications framework

The European Commission has launched a review the EU regulatory framework for electronic communications for the first time since 2009. A draft Directive establishing a European Electronic Communications Code (EECC) was published on 14 September 2016.

The BEREC analysis of the European Electronic Communication Code is BEREC’s input to the ongoing legislative procedure.

The document starts with an introductory paragraph serving as an “umbrella” giving a general opinion on the EECC. It highlights positive and negative aspects of the EC’s proposal. Next, the document focuses on the assessment of key subjects: scope of the regulation, definition of the ECS and end user provisions, access regulation and governance issues.
